DEF 2022: 15 million for sustainable mobility
Last June 16, Decree-Law No. 68 was approved, officially launching the strengthening of policies for sustainable mobility, through the allocation of approximately 14.9 million euros.
As part of strengthening policies for sustainable mobility and with a view to improving local and regional public transport, new criteria have been established for the use of the National Fund for Local Public Transport - TPL - which saw an increase on the occasion of the Budget Law.
The recent Infrastructure and Mobility Annex provides not only for a different body to operate in support of mobility managers - the National Observatory for the support of planning and the monitoring of sustainable local public mobility - but also entails a remodeling of resources, as indicated in paragraph 6: "To promote the experimentation of sharing mobility services, limited to the years 2022, 2023 and 2024."
In continuity with what was defined by the PNRR, legal qualification has been attributed to charging infrastructure for electric vehicles in consideration of the type of road on which they are located; bikes and scooters have been officially recognized as vehicles, specifically classified as electric velocipedes; pedal-assist bikes that undergo alterations or acts of vandalism are equated with mopeds, with the consequent subjection to the obligations provided for the latter, namely license plate, insurance and license; therefore, specific sanctions are provided for those who tamper with pedal-assist bikes.
According to the Economic and Financial Document, with D.L. No. 68/2022 the Fund provides for a distribution over three years of:
75 million euros distributed with innovative criteria, aimed at improving the quality and quantity of services offered, standard costs and adequate levels of local and regional public transport services;
14,923,662 euros are dedicated to the experimentation of innovative sustainable mobility solutions in urban areas.
